Use Smooth Scrolling in Telnet (All Windows)
This tweak enables the smooth scrolling function in Windows Telnet.

Open your registry and find the key below.
Create a new DWORD value, or modify the existing value, named 'SmoothScroll' and set the value to '1' to enable or '0' to disable.
Restart Telnet for the change to take effect.
Registry Settings
User Key: [HKEY_CURRENT_USER\Software\Microsoft\Telnet]
Value Name: SmoothScroll
Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = disabled, 1 = enabled)
Value Name: SmoothScroll
Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = disabled, 1 = enabled)
