Remove Run from the Start Menu (All Windows) Popular
Removes the ability to launch commands or processes from the Start menu by removing the Run option.

Open your registry and find or create the key below.
Create a new DWORD value, or modify the existing value, called "NoRun" and set it according to the value data below.
Exit your registry; you may need to restart or log out of Windows for the change to take effect.
Note: If the user still has access to the MS-DOS prompt icon or command prompt, the user may start unauthorized applications.
