Read Messages as Plain Text in Outlook 2002 (All Windows)
This restriction is used to specify that all non-digitally-signed messages should be read as plain text. This is useful in avoiding a large number of security vulnerabilities caused by HTML viruses.

Open your registry and find or create the key below.
Create a new DWORD value, or modify the existing value, called "ReadAsPlain" and set it according to the value data below.
Exit your registry; you may need to restart or log out of Windows for the change to take effect.
Note: This feature was added in Microsoft Office XP Service Pack 1 (SP-1).
