A Router is a device used to connect and control the flow of traffic between networks. There are literally millions of routers on the Internet that are constantly routing traffic from one point the another.
There is not one router knows the location of every IP address on the Internet. Each router basically only knows the next hoop (or router) that is best suited to deliver the data to the final destination.
Physically routers can either be dedicated hardware devices like those produced by Cisco System or Nortel Networks, or they can be standard computers running routing software.
