Machine works slow using Internet Explorer (W98)

Dear Sir, Madam
I have an Internet Cafe, the problem is that I have Celeron 500Mhz Computers with 64Mb Ram, and Windows98 o/s and Internet Explorer 6.0. The Problem is that whenever I browse some site the machine gets stucked up and work very slow only while browsing Internet if I work offline the machine works properly. I cannot even Minimize or scroll down an web page.
Sir, I regularly scan for viruses and keep my cookies clear so what is the problem is it affected by virus or some Hardware Problem. Please help me.
