I need to backup all settings of IE for Win 9x,2k,Xp. This should include the 'options' settings, the home page settings, History, etc. Also the security settings, the passwords which are saved for different web sites. the auto complete settings, etc. please help me with the above.

Also how to restore this on a new system?

Udayg,
In XP, you can use the Transfer Settings Wizard. It worked perfectly for me transferring all my IE6-SP1 settings (as well as many others) from WinMe to XPHome.
Good luck,
