Before I wrote this reply I tested this myself and it works.
Use this tweak
(Click) Internet Explorer Control Panel Restrictions (Part 2)</font color=red> to disable the
Privacy Tab in
Tools/Internet Options.
When it is disabled and you click on
Privacy Report under the
View Menu, you will still see the
Privacy Report but when you click on
Settings you will get an applet that tells you the feature has been disabled by the system administrator.
Internet Options does not show.
You can also download a free trial of
(Click) Tweak Manager</font color=red> which can do the tweak automatically for you.

EDIT: Disabling
Privacy Settings itself did not stop
Internet Options from appearing on my WinMe computer when I clicked on
