According to Microsoft kba 267930, content advisor settings apply to all users on the local computer. What they forgot to put was only if you give all users local admin rights. I've got it doing what I want it to on the admin profile, but every time I log in as the user it blocks everything.

This is not helpful.

Do I need a registey tweak or to assign extra rights to a folder somewhere?
