Error 0xc0000142

When I try to open my PC Tools Internet Security I get this message.

pctsGui.exe - Application Error

The application was unable to start correctly (0xc0000142). Click OK to close the application.

I've uninstalled and reinstalled several times and still keep getting this message. I'm running windows 7. If anyone can help, it would be appreciated.
