    Copied from: support.microsoft.com/support/kb/articles/q142/6/44.asp

    Error Dialogs Naming "ReinitializeCriticalSection"
Some applications attempt to replace the URL.DLL file that ships with Windows NT. If the applications are successful, the replacement .DLL file may be an older version specific to the Windows 95 operating system. When any application attempts to initialize the replacement URL.DLL, the following error dialog will appear:

<font color=red>"The procedure entry point ReinitializeCriticalSection could not be located in the dynamic link library KERNEL32.dll." </font color=red>

This does not necessarily represent an error in the application you are launching when the dialog appears. Another unrelated application has most likely replaced the URL.DLL file. In most cases, you can click OK in the dialog box and your application will continue as expected.
To reinstall the correct URL.DLL file
NOTE: To prevent a file inconsistancy between the SP1 version and the Internet Explorer versions of the Url.dll file, remember to replace the Url.dll file with the Internet Explorer version.
In the %systemroot%\system32 folder, rename URL.DLL to URL.OLD.
Copy URL.DLL from the \i386 folder on the Windows NT compact disc to %systemroot%\system32 (substitute your platform folder for "i386" on RISC machines).
Reboot to initialize the copied URL.DLL.

***OKAY HERE IS WHAT I DID... I assumed (for I am a beginner compared to you in knowledge), but I assumed that what you were telling me to do, was to change KERNEL32.dll to old and put a new copy from the CD back into the folder. Well I found (kernel32 isnt that the main thing--I was scared but I tried anyway, what the hey right) the file in system32 And in Service pack folder, When I changed it in System32 it automatically replaced it before I could get a copy in the file from the CD.
It worked fine when I did it in the service pack one, but it didnt fix the problem.
Was I doing what you were talking about and What can I do about the System32 automatically replacing the kernel32 or am I stupid and never should have touched that file in the first place????

    thanks!

Ummm.....no, why did you touch kernel.dll? It says url.dll.

ummmm..... you mean there is an actual file named "URL.DLL"? guess that makes sense.... I thought you were referring to whatever dll was in my error message... he he (blush) --will try that.

The post above is a cut and paste from the microsft link at the top of that post. It might be helpful to you to just visit that page.

thanks for the help, but the URL.DLL file does the same thing as the kernel file does, it replaces itself as soon as I change the name, and before I can paste the new one from the cd....huh?

Not if you do it from the Recovery Console.
