Do changing the internet setting options on ie5 work as with ie4?

I am referring to:
Optimizing the DefaultRcvWindow & DefaultTTL Settings (Windows 9x) and

Optimizing Dial-Up Modem Connection Speed (Windows 9x) .

You don't change the TTL, MTU, or RWIN from the browser, but the settings that work for ie4 will work for ie5. I used iSpeed to optimize those settings for TCP/IP, and it works fine with ie5.
