wrong sorting order

when i'm opening or saving a file from inside a program, the files are displayed in the wrong order. (last accessed not alphabetical)
i have tried to right click an select sort by name, but the next time they are displayed in the wrong order again... Is there a fix for this or am i stuck with this very annoying occurance?

I use win 95b +
IE4
and the problem occurs in all my apps...
I also use windowblinds (hmm maybe thats it...)
