access denied on HKEY_CLASSES_ROOT

After removing all config users with dcomcnfg.exe my HKEY_CLASSES_ROOT appears empty viewed with regedit. With the utility Regmon.exe it seems as if an ACCDENIED error occurs when regedit tries to open the HKEY_CLASSES_ROOT. I am unable to add any users again with dcomcnfg.

Do any of you know the reason for this (running NT 4 with service pack 4 installed) ???
