All of microft office sets the default directory to my documents
Eg, Frontpage:
my documents/my webs
The defualt "save picture as..." location in IE:
my documents/my pictures
etc.
But all of my pictures are kept in C:\allensound\pictures
my webpage is in
C:\allensound\starweb
and it's quicker to type in than My documents\my pictures, as I type more than I click subfolders
Is there a way to edit the registry to set the defualt save and open loactions to mine?

Until someone replies to your query, use Explorer to create a shortcut to C:\Allensound\Pictures
Then drag the shortcut to the MyDocuments folder which comes up during "save as".

See how this works..
When you open or save a file in FrontPage Express, the default file location is set to <drive>:\Program Files\Microsoft FrontPage Express\Bin, where <drive> is the drive on which the Program Files folder is located. To change the default file location in FrontPage Express, follow these steps:
Right-click Start, and then click Explore.
Double-click the Programs folder, and then double-click the Internet Explorer folder.
Right-click the FrontPage Express shortcut, click Properties, and then click the Shortcut tab.
In the Start In box, type the following line for the new default file location, and then click OK
<path>\<folder>
where <path> and <folder> specify the new default folder for FrontPage Express files. For example, type: c:\my documents
NOTE: If you use a folder name that contains spaces or exceeds eight characters in length, enclose the path in quotation marks.

The My Pictures is problematic. If you use IE 6 this won't work. A friend asked me the same question a while back and I came up with this. He and I both were able to change the default IE Picture Save as, another person was not.
It's a 3 step process. First, if there is a folder in My Documents named My Pictures, it needs to either be renamed or deleted. Then the reg file to change the default save as needs to be applied. Next, you need to save a picture and guide Windows to the new location you want to use.This location will become the new default. The strange thing is, once I changed my default, I had no other choices. It would not change again. I could recreate My Pictures and that would become the default again. Or use this. No third choice. Plus executing the File below will allow you to change the default IE File>save as location at will. (At Least it did for me, on all versions of IE5x I have used & IE6) It will change and hold until you change it manually.
Here's the Registry File : Copy the bold to Notepad. Save as Doc.reg Double click to enter into the registry.

If you want to save a picture, you can copy and paste or drag and drop it into any Folder you choose on your hard drive bypasing the dialog boxes altogether. That's another option to consider.
Most other applications will ignore the disable Start in my documents and start there anyway.
