Create a .TXT file and edit...
start

REGEDIT4

[HKEY_LOCAL_MACHINE\System\CurrentControlSet\Contro l\Shutdown]
"FastReboot"="0"

end
rename the file to "whatever.reg" and execute it.

redhades is right, but also check

If you're using Win98 Second edition (4.10.2222A), here's a link to the Shutdown Supplement:

http://www.microsoft.com/windows98/downloads/contents/WURecommended/S_WUFeatured/Win98SE/Default.asp

NOTE: When you apply the Windows 98 Second Edition Shutdown Supplement, which addresses shutdown issues, the Disable Fast Shutdown option is no longer listed on the Advanced tab in Msconfig.

In Win98 First Edition (4.10.1998), go to Start>Run, type msconfig, click the Advanced button and check Disable Fast Shutdown.

It didn't work?
I did a search on the word fastreboot and found some and they all was 0.

By the way, I'm using Win NT 4.0
