I have downloaded 101 Windows XP icons. They were in a .ico file (all of them) so I used a software program called InfanView. This let me indicidualy export each icon to it's own .ico file. The problem I now have is the background of all the icons is white. Is there a regedit to change this or does anyone know of a program that can change this with some sort of batch feature?

Yes. After I thought about it I realized it was probably not necessary to extract them. You could have done as Reghakr explained and viewed them, counted and then pointed out the position in the file as the path. I'm sorry. I wasn't sure exactly what you had at the time.
To answer your question, yes. I have a very nice program I use. It allows me to extract an icon, open it up and remove the background. Its name is
IconEdit32

I've located an alternate download site for IconEditor32 and also a link to another great PC Mag utility called iconJack32 that can package .ico files into a single dll or extract icons from .exe's or .dll's.
Click on the links below to download. Freeware, of course.

reghakr,
I forgot about that. It's a relatively new policy and I agree.
I also forgot about a nice utility I have on my hard drive which will extract Icons as they should appear. no Background. It's called Icon Snatcher. It's freeware.

Excellent, here's one called <a target="_blank" href=http://www.webattack.com/get/iconsucker.shtml>IconSucker Standard</a>
I also forget about apps. I usually manually install and many times forget to create shortcut icons. Luckily I always use Explorer to navigate.
There's another free one called E-Icons98 (new version is shareware)
