Solving this one requires an understanding of the exact sequence at startup, and I'm stumped.
After a particular user logs in, his desktop and icons appear normal while services and startup apps continue to load. Then, after the last app is finished loading, the desktop appears to "shrink" down about 1" from the top. That is, icons are instantly shifted downward, dialogs and other windows cannot be moved up there, and a maximized window still leaves about a 1" band at the top.
This unusable band is standard desktop blue, and appears normal, except that Win2000 seems to think it is not there! Other users on the same machine have normal desktops, so I'm sure there is a USER registry entry that is mangled. Can anyone make an educated guess?
