After you have removed "Recycled Bin" from your desktop and you really want to remove a file/folder/etc., hold down Shift key while you delete it. The item will not be sent to the "Recycle Bin" and hopefully, in your case the ICON won't be regenerated.

You could also delete from a DOS command window...

And finally I don't know if you can permanently disable the Recycle Bin Icon without losing some needed functionality.

To remove Recycle Bin from the desktop:

Run REGEDIT.
Find NAMESPACE key in left pane (HKEY_Local_Macine \ Software \ Microsoft \ Windows \ Current Version \ Explorer \ Desktop \ Namespace)
Expand NAMESPACE (click '+' box)
Delete the value RECYCLE BIN in right pane

Thanks

I saw it listed in the Registry Guide also:
Disable the Recycle Bin (Windows 98/Me/2000/XP) New
This setting is used to disable the use of the recycle bin and permanently remove all deleted items instead. This enables the same functionality as holding the Shift key while deleting items.

I assumed pkphilip did also. Since his post talked about "regeneration" of the ICON I assumed that in his case it did. I also did not take the time to check that out by removal, restart and check it out. About the only good thing I can say about my post was "I don't know if..........." which is a fine way to "CYA".
