Norton completely screwed up my TCP/IP settings

I'm fairly positive that Norton Internet Security and its uninstall have disabled all network access on my PC. Even in 'Safe Mode with Networking', I get 'port already in use' errors in everything from Eudora to Laplink.
What's the best way for me to;
1) FIX it?
or 2) delete the entire registry and start again?

I don't know what Norton changed, but if all settings in your networkproperties are correct, just remove all protocols, than all adapters and reinstall those after a reboot.
