Backup the registry and/or export the following keys:
go to Start>Run, type regedit. Navigate to:
HKEY_CURRENT_USER\Software\Policies\Microsoft\Inte rnet Explorer\Control Panel
Right-click on the Control Panel key, choose new>DWORD value, name it Connwiz Admin Lock and give it a value of 1.
You may need to create the keys if they don't exist.

Sorry my mistake i need to disable the Internet connection wizard in the registry so when a new user logs on and double clicks on Internet explore they open and go Strait in to internet explore Instead of getting access denied error "you are restricted from running the Internet connection wizard because you are not an administrator on this machine" i need to do this preferably under HKEY_CURRENT_USER if Possible

It appears Completed=00 00 00 01 has to be set under the following key:
HKEY_CURRENT_USER\Software\Microsoft\Internet Connection Wizard
How you do that for a new user, I have no idea.
