well yes - its name is regedit.exe. Just use the export functionality and your favourite text editor on the output to filter your values.

If you mean you are looking for a utility program that coaches you thru the settings: yes there are some shareware programs out on the web, use one of the search machines (like Google) and use search terms like "windows registry (tool or utility)" and you should find them.

you will find that this very individual from installation to installation. It depends both on hardware and software configuration. What's your target: top CPU, fast I/O, quick net response...
