Explorer Allows Same File Name

I am using Windows Me. Lately I have noticed that if I try to copy the same file into a directory Explorer copies the same file name into the same directory. It does not ask if I want to overwrite the file. Recently I noticed 2 scanreg.ini files in my Windows folder. When I edited one file with Notepad it also changed the other file.

What is the solution to this?

/images/w3t/icons/wink.gif question: are you sure one of those entries is not a shortcut for the other proper file ?
