Time Zone problem

I run an English version of Win98 SE with Swedish system locale and I have adjusted the time zone for daylight savings.... My problem is that when I create an "All day event" in Outlook XP's calender (for example a birthday) it extends over 2 days for some odd reason. Outlook mixes with the Control Panel settings so the time isn't displayed correctly (in Outlook only) and hence the "birthdays-that-lasts-for-2-days". This is most likely an Outlook-problem and not a Windows problem but I don't know where to turn.... Has anyone had similar problems?

J would assume that a 2day birthday is some kind of bug, independant of language used and locale choosen.
