What does Group Policies do? And how do I install it in WinME?

you don't - only for Win2K and higher

this is a new administration concept that comes with Win2K servers and workstations. It is especially intended for use in large organisations.
You need to have Active Directory (AD) services installed on a Win2K Server and have Domains defined. Then you define Organisational Uinits (matching a comany structure). You define the permissions required as policies by OU. Then allocate users to one or more of these units and they inherit these policies.
User administration of course is also done at Domain level and not at the workstation. When a user logs in at a workstation, then his / her profile on this machine gets updated with the current set of policies and determines what the user may access.

On standalone Win2KPro machines, policies may be set at local machine level, but you don't have the OU concept. The OU is not the same as a user group on this OS.
Some of the policies may also be set on other Windows versions. The GUI to be used is the policy editor Poledit.exe. The registry editor Regedit.exe can also be used to set up such keys. What policies are available depends on the OS version and update level.
Especially on Win9x/Me, don't forget that this operating system is not secure and policies can be circumvented.
Many of the Registry Tweaks shown in the Registry Guide section at this site are nothing else than policies decribed in a standalone fashion.
