I have s3 savage3d with tv out
when i booting windows98 its in ntsc signal with 2 colours (black and white)
i change signal to pal it is in color
then if i rebooting it is again in ntsc
i worcing tvset PANASONIC 21 inch

try d/ling the newst driver for your videocard, or gointo the device manager and remove it and let windows reinstall it most of the time it works pretty well that way.
