I tried that tweak you described in the registry guide that prevents descktop settings to be saved at windows restart.
http://www.winguides.com/registry/display.php/152/
But it doesn't work. I moved some icons on my desktop and the coordinates still gets saved at restart. I tried using a binary value instead of a DWord but didn't work ether. Could it be an other tweak that comes in conflict cuz I have other tweaks and 3rd party tweak tools on my system.

Could be, I've had some strange problems when trying multiple "security" or "teaking" programs at the same time. You should document or track what each has done so you can get control of your system. Don't uninstall them without first changing the settings back.

This is a pinch from someone elses post in the PC911 forum, so I don't personally know if it works.

Try layout.dll? I use it primarily to return the icons to where I want them following entry to Safe Mode. It should work for your situation. It puts two entries in your right click context menu that save or restore icon settings.
Get it here:

Hmm... This is nice.
I guess it does half the job, but it's better than nothing. It's still purty usefull.
