registry modified from dos

i have also been hit by sircam and have read the
recent threads below.however my windows will not open and i am stuck in dos. can i edit or clean the registry from dos.

describe the exact actions/error messages that occur when you boot. Are you running 98 or?

it's windows 95 and i get this-
VMM32.VXD is required to run windows
if this file is not in your path, you may need to reinstall windows.

after i confirmed i had gotten sircam, i made the
mistake of removing the file sirc32.exe from my
windows system folder.i later learned that makes it worse. so when i went to install macafey virus
software it started the virus to run amok so i turned the computer off.
