I want to know, how to make i.e only can open 4 windows -- at the same time

never heard of such a possibility.
to limit the number of opened windows you can set in Internet Options>Advanced an option to open links in the same browser window.
but otherwise, the user is free to open as many as he/she can control (using either menu File>New>Window, or open link in new window from the context menu),
and of course the script in a html page can open up extra windows, specially reknown for "console" windows that start flooding your user interface with unwanted stuff. To prevent this - shut off scripting for such sites or Security Zones.

Agree with Richard, another possibility is to remove the File>NewWindow entry. It removes the Window, Message, Contact, & Internet Call
There will still be some web pages that links wiill open a new window, but it'll at least slow it down. I'm ot sure if it affects the context-menu Open in new window.
HKEY_CURRENT_USER\Software\Policies\Microsoft\Inte rnet Explorer
Right-click on the Internet Explorer key, choose new>Key, name it Restrictions. Right-click on that, chioose new>DWORD value, name it NoFileNew and give it a value of 1.

USE web tv they limit you to one window on the older system
