Can't create folder on NT server

It's really weird that I could not create folder on NT4 server. Believe or not, when you right click in Windows Explorer, the "New" item is missing from pop up menu. No where I can find it. Log in under administrator. I can still create new folder on server if I do it from workstation though. Any one has idea?

If the clsid isn't the same for NT do a reg search for

Microsoft New Object Service
