IE - Open popup window

Annoying little problem with IE, it seems I cannot open any popup windows when clicking a link. Also, the right-click menu's 'Open in New Window' option will not work. Anyone with a solution please post ... thank you in advance.

Any takers on this matter ... I'm sorry if I seem a little impatient. It's hard to surf the net when 'New Window' (popup) is disabled. I don't know how this happened ... all I know is that a new window will not spawn from an existing window.

PS. This isn't a script on a web page.
