Lost drag & drop function

Help! I just noticed last night that I can't drag & drop anymore! I can't move icons around on my desktop, & I can't use drag & drop to copy or move files within Explorer! Any idea what can be done to restore this??

I finally gave up & tried reinstalling Windows 98 (on top of the previous installation). That fixed the problem! I guess a file got lost or corrupted somewhere.
