this is not a Registry question but simple GUI knowledge. Use Security permissions on folders and files.

Where to find on the GUI: right-click a folder or file icon, display its Properties sheet, and choose the Security tab.

Howto: read the Help file (see Start menu !) for Win2K, go to the Security chapter.

Take care what permissions you set in your functionality as an Admin, it is very well possible to lock yourself out of your machine and you can only re-install from scratch.

A common user has access to the security functionality on all his / her folders and files that she has access to. It's your job as an Admin to ensure that common users only have restricted rights to file system objects (as occurs when allocating either to user groups such as Users or Power Users).
