How to start apps from links on desktop?

I created an HTML file to put as a wallpaper on my desktop. When I click on a link on my wallpaper that points to an .EXE file on my hard drive, I'm asked if I want to download the .EXE when it's allready on my PC. How can I make it so that an application can be opened from a link on my wallpaper, instead of being downloaded?

Since you're using the Active Desktop, it's almost like you're on the web. So you can't run an exe, you can only download it.

this behavior is "by design", as Microsoft would say.
