I use windows Me and for some reason when I launch a program I can't see the top of the window were the minimise and exit buttons are, I use windowsblinds but I only noticed the problem when using the office shortcut bar, I put the bar on auto hide but my windows still don't fit, it is not my resolution and my moniter is configured properly.
