is your question how to direct this customized look to All Users or just for your account?

Well I am not sure how to do it for all users but would be really interested in how they do it.
For a single user you can set up everything you want through the gui. First open up your Windows Explorer and set up everything the way you want it to appear. Then go to Tools-Folder Options and click on the View tab. The first part of that tab has a box that allows you to set all folders to the same view and there is a button there called "Like Current Folder." Click that and it will set them up and if you do NOT have the "Remember each folder's view setting" box checked (same tab just scroll down) all the folders will remain like you just specified.
This has always worked for me and I am sure you can do it through the registry as well. Perhaps someone else will follow this thread w/ how to do that.
Hope that helps you :)
