what is the best way to move files from a crowded C: drive to one of my othere partitions, without losing functionality?

move as much as possible of your data first.
If you have saved your data under My Documents, copy the whole of this directory to its new location, then use the TweakUI control pad applet to tell Windows where the new directory location is on your disks. Then delete the old directory tree on disk.
If that doesn't free enough space on the C: partition, de-install some of your software, and reinstall it to another partition (J have a Program Files directory on nearly each of my partitions). Use the mentioned TweakUI to define your current (default) Program Files directory, so that you do not have to give the proper directory on each install. Note that a lot of stuff will anyhow be dropped at C:\Program FIles\Common Files.

yes, is possible.
but MS has made it a bit tricky to determine which OS should be loaded after wich other one out of their collection. Mostly MS requires that the boot information be on the first disk (C: drive), and has sometimes some restrictions in which partition the boot stuff must be (best in 1. partition, and below 2GB line for historical reasons). Sometimes bad behaviour with disks with over four partitions on disk.
