Sometimes in Windows 2000, a file will be locked and then the program will crash, which makes it impossible to delete the file without restarting. (This happens to CD writers as well).

Is there a program or command I can use to unlock files which are no longer being used but are still locked?

I think that you have to make sure that the application that uses the files is properly shotdown, there are som utilities to see all the processes on your system and then kill them with kill.exe included with the resource kit i think.
