When I delete files (not SHIFT + DELETE), I can not see them in my Recycle Bin in WinMe. If I select "Empty Recycle Bin", I get the prompt asking if I'm sure I want to delete X number of files. So it knows there are files in there, and how many. I just cannot see them. I do not know how I did it.

uhhh... no. This is MUCH deeper than hiting "refresh". There IS nothing seen to BE refreshed. It doesn't have to do with "the icon".
I've searched for a Reg Setting & can't find one.

Are you using Norton protected recycle bin by chance?
Check to make sure the desktop.ini file still exists. open File Manager by going to Start>Run, tying winfile. On the menu, choose View>By File Type..., and make sure Show Hidden/System Files is checked.
Now navigate to the c:\recycled directory and delete all files (including info2). leave the desktop.ini file. Shutdown and restart your machine.
If you need to create a new one, here are the contents
==========BEGIN CUT=================
[.ShellClassInfo]
CLSID={645FF040-5081-101B-9F08-00AA002F954E}
==============END CUT===============

OK Big Guy. We're close, but I need specific directions (me no smart good computers with).
"No" on the Norton deal.
I have LOTS of desktop.ini files. From folders like: Favorites & Fonts to Program Files and Recent.
When I "navigate to the c:\recycled directory" ther's NOHING just like when I open the bin from the desktop. No files which I JUST deleted, and No desktop.ini.
Do I create the desktop.ini (which you wrote below), and put it IN C:\recycled ??? When I create it, & try to move it there, I thinks I'm deleting it!

Don't worry about the other ones, we'll create a new one.
Open notepad and paste this into it:
[.ShellClassInfo]
CLSID={645FF040-5081-101B-9F08-00AA002F954E}
Save the file as desktop.ini on your desktop.
You need to change the drop-down arrow to show All Files (*.*) to have it save correctly.
No go to Start>Programs>MS-DOS prompt, type cd desktop, then type attrib desktop.ini +h, then type exit.
Go to Start>Run, type winfile. In File Manager, go to View>By File Type, make sure Show Hidden/Sytem files is checked. Now navigate to c:\windows\desktop in File Manager, highlight desktop.ini, click File>Move and type c:\recycled.
I worked with someone else trying to figure this one out. It took quite a while!!
Hope it works for you.

Thank you, RegHacker.
