Save File As/Open From Current Location

Using registry i associated files with no extension to open with notepad.exe . However after doing that i did not get the Save File As/Open from current Location dialog when i clicked on an internet link that linked to a file with no extension. How can i make IE give the dialog when i tried to download a file with no extension?
NOTE: If i delete the "." key from HKEY_CURRENT_ROOT , then the Save As/ Open dialog does appear when i attempt to download a file with no extension.
