Upgraded RAM not recognised in System Properties

I have a Toshiba 2515 CDS laptop; I installed 64MB RAM. System Properties still reads 32.0 MB.
I followed the 'troubleshooting' guide, but it hasn't fixed it (I couldn't follow the step for correcting the CMOS setting, because I don't know where/how to do that) Is this a common win98 problem? How do I fix this?

CMOS settings: during boot (just after power-on) keep the DEL key pressed and look thru the menus displayed from BIOS.
But usually, a memory increase should be automatically detected.
