is there a utility that might allow a shared DVD-ROM Drive on computer A to appear as a local DVD-ROM drive on Computer B so that applications might be able to use it as such
any links, insight, or other idea welcome

does publishing the DVD-ROM on the network by (A) and using the network share by (B) not work in your case ?
How much has it "...to appear as a local ...", is your app checking extra that a DVD cannot be shared accross a network ?

to every extent... the drive must appear to be local
some of my video players won't access shared directories or mapped network drives
there also seems to be some hidden information on dvd's that won't show up on a share or network drive
I've searched the net endlessly for products
maybe i'm not searching for the correct type of utility

J believe one of the items, that they will get by directly accessing the device driver, is the region code.
Some apps may have copy protection schemes that only work properly when they can access the device driver.
J don't think you will find a solution to your problem, else let me know !
