I had been to www.wugnet.com/tips.

Here I noticed that they have give screen shots in many of thier tips. When we observe these screeshots it is seen that these windows are not the normal ones. The look very Jazzy with very high GUI.

How has this been done? Is ther any tweak to do that? Or does any software do that?

Does anyone know about it?

If I had to guess then I would think a third party software Window Blinds or similar but do not know for sure.
On my IE5, I use "Toolbar Wallpaper" to change the background but it does not change the buttons.

Will change the skins.

The more easy way is to change some extras in folder.htt is write in pure html,if you understand you will make your windows looks like...what you want.Have many ways to change the GUI with the registry,etc. etc.
