Creating new users from windows logon screen

Are there any tweaks that prevent new users from being created from the windows logon screen. If the user name is typed incorrectly it can be extremely inconvinent- especially when there are childrew who use the machine and type there name with about 50 varied spellings

Prevent the Windows logon popup from showing up during boot-up. It's more convenient that way too.
