I work in a high-school environment, and I am attempting to lock down computers against users who are adept in bypassing our security measures. There is a method of bypassing restrictrun settings and accessing the local hard drive by right-clicking the desktop and selecting New/Shortcut, then using the browse command, which allows full access to the local C: drive. Is there any way to disable the New command in the right-click context menu?

please also study / search the Registry Guide on this site (link in left border of this page).
You will find your answer at:

Note that the Win9x/ME series of OS are not made tamperproof, especially in a school environment you will find clever users that will find way past the restrictions.
Either have Win2K installed or look out for third-party software to really lock-down the other OS product line.
