Big problem @ work. A dell comp is running IE 3.0. need to upgrade to IE5.5. however, whenever setup is run, it cancels saying to close all applications and rerun. all applications are closed. Also, i cannot gain access to the inetcpl.cpl. the "internet options" icon is gone from control panel, and whenever i try to open it by double clicking on the file, it won't open. Any help is greatly appreciated.

Are you sure you're "closing everything"?

Right-click on the icons in the tray area and choose "exit" or "close".

Then tap the Alt_Ctl_Del keys and end task on all items except for explorer and systray.

Delete your Temporary Internet Files and clear your History.

1. Open Internet Explorer and click on Tools.
2. Click on Internet Options.
3. Click on Delete Files. Check the Delete Offline Content box and click
OK. Click Clear History and click Yes. Click OK.

Delete the contents of the msdownld.tmp folder.

1. Right click on Start and click on Explore.
2. Click on Tools or View to find Folder Options.
3. Within Folder Options, click on the View tab and select "show all files"
or "show hidden files and folders." Close Windows Explorer.
4. Click on Start and Find Files or Folders
5. Type in msdownld.tmp and click Find Now. Delete the contents of the
msdownld.tmp folder. Close the Find window.

Please also delete your cookies. If you have any IDs or passwords that you
use on the Internet, make sure these are written down as these will be
deleted.

1. Right click on Start. Click on Explore.
2. Click on the Temporary Internet Files folder. It's under the Windows
folder.
3. Click on Edit, Select All and Delete. Click on Yes to confirm deletion
of your cookies.

Delete the CV3 Class file. This will force the Windows Update site to
download a fresh copy of this file.

1. Close Internet Explorer.
2. Right Mouse click on the Start button and select Explore with the Left
Mouse button.
3. Double click on the Downloaded Program Files folder.
4. Right click on the file 'CV3 Class' and remove this file.

Now perform these steps to delete the Windows Update site controls. This
will cause the Windows Update site to download new ones.

1. Click on Start/Run.
2. Type "regsvr32 wuv3is.dll /u" without the quotes.
3. Click OK.
4. Click on Start/Find/Files or Folders.
5. Type wuv3is.dll in the Named box.
6. Make sure that the drive letter that contains your Windows folder is in
the Look in box.
7. Click on Find Now.
8. In the results window that shows the location of this file, right click
on the filename and delete it.

Also, delete all the files within the WindowsUpdate folder except for the
wuhistv3.log. These files are not needed by your system. Doing this will
not delete the updates you have already installed.

1. Right click on the Start button and click on Explorer with the left
mouse button.
2. Locate the Folder 'WindowsUpdate' It will be a subfolder under Program
Files.
3. Highlight the wuhistv3.log file within this folder, click on Edit, click
on Invert Selection and click on Delete. Everything in this folder with the
exception of wuhistv3.log should be deleted.

Now restart your system and disable any software you have installed that is
listed on the following web site:

Other programs that may interfere with access to the Windows Update site
include Gozilla, firewalls, banner removal programs, crash guard utilities,
or proxy servers. Using a third-party browser such as Netscape or AOL may
also hinder access to the site. Disable all of these programs.

Delete all files in c:\windows\temp
Delete the c:\wininit.ini file

Look at these registry keys:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\Curr entVersion\RunOnce
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\Curr entVersion\RunOnceEx
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\Curr entVersion\RunServicesOnce
delete any line other than (Default)

Here's info from Microsoft:

Clear Your Cache and History, and Remove the CV3 Class Control
Click View (if you are using Internet Explorer 4.01) or Tools (if you are using Internet Explorer 5.0 or 5.01).

Click Internet Options, and then click the General Tab.

In the Temporary Internet Files section, click Delete Files.


Also in the Temporary Internet Files section, click the Settings buttons and then the View Objects button.

Right-click the CV3 Class file, click Remove and then click Yes to confirm.
(If you cannot locate the CV3 Class file, continue with the steps for removing the Windows Update Controls. )

In the History section, click Clear History.

Click OK.

Remove Windows Update Controls
NOTE: Before unregistering and removing the site controls, you will need to close Internet Explorer so that the controls are no longer in use.
Unregister the wuv3is.dll file.

Click Start, then click Run, and in the Open box:

Windows 95 and Windows 98 users type:
regsvr32 /u c:\windows\system\wuv3is.dll

Windows NT and 2000 users type:
regsvr32 /u c:\winnt\system32\wuv3is.dll

Delete wuv3is.dll.This file is located in System directory on Windows 95 and 98, and in the System32 directory on Windows NT and 2000.

Click Start, point to Find (click Search for Windows NT and 2000), and then click Files or Folders.

Type "wuv3is.dll" (without the quotation marks) in the Named box.

When the file is found, right-click it and then click Delete.

Delete the contents of the Windows Update folder using the instructions below:

Click Start, then click Programs, and then click Windows Explorer.

In the left pane, double-click the Program Files folder.

In the left pane, double-click the WindowsUpdate folder.

In the right pane, highlight wuhistv3.log and click Edit, and then click Invert Selection.

Press the Delete key (or right-click and select Delete). Click Yes to confirm.

NOTE: Deleting the wuhistv3.log file will clear the entire Windows Update download history. This is not recommended as you will have no record of previous downloads. The above steps delete all files with the exception of wuhistv3.log.

NOTE: If you are unable to locate the files listed in this article while searching Windows Explorer, verify that your Folder Options are set to "Show All Files." To set this option:
Double-click My Computer.

Click View (if you are using Windows 95 or 98) or Tools (if you are using Windows NT or 2000), and then click Folder Options.

Click the View tab. In the Hidden files section, make sure the "Show all files" or “Show hidden files and folders” button is selected.

Click OK.

As a last resort, delete the folder named C:\Program Files\WindowsUpdate and C:\Windows Update Setup Files
