USB problem

Hi all, I'm using WIN ME on my P3 700 system...but it seems that everytime I install or put in some new hardware into my USB port, the OS takes a long long time (roughly 30mins) to 'configure' my new hardware...

I'm using a USB ADSL modem and a USB webcam...

Is that a norm for WIN ME ? Or is there anyway to troubleshoot this ?
