Right Clicking the Start Button

There's an "Open" and "Explore" option when I right-click the Start Button however they're greyed out. And I know at one point on my system they were active. What did I do to cause them to go away and how can I restore them? Tnx in advance.

Tweak UI 1.33 will restore the options.
