When a user logs on and answers no to the question "you have not logged on to this compuer before....... somehow a shortcut to c:\windows\explorer.exe is placed on the start menu\programs and the user has access to the c:\ drive

This only happens on this one machine and it is using the same policy file as everyother computer on the network.

Any idea what is happening or how I can stop it

Usually when a new profile is created for a new user, the initial setup may be copied from the default user.
Clean up the default user Start>Porgrams menu.
The copying is independant of policies.
