Remove Shutdown from Start menu

I need to remove shutdown from the start menu. I've seen registry hacks to disable shutdown, but all I want to do is remove the option from the start menu. I have written programs to perform a series of things I want to do such as delete cookies and so forth and then shutdown Windows, but this can be circumvented by shutting down normally. Having more than one shutdown option will confuse people.

if you haven't tried it yet policy editor will give you this and a whole slew of other options. I believe its in the tools>admin folder on both win95 and win98 CDs.
