Since a Windows update some time ago--but unfortunately I'm not sure which one it was--IE5.5 will not load unsecure pages under most conditions. If I use anything that I've tried other than microsoft.com as the first page I go to I will get the message "This Page cannot be displayed" with the further statement, after some useless suggestions that did not apply, "Cannot find server" or "DNS error." The first page I try will partially load without graphics but any links or any attempt to go to another site results in the error message. However, I can get to secure sites (https://) without difficulty and Netscape 6 does not have this problem at all. Indeed, I can get the IE error message, load Netscape and go to any site.
All that changes if I make my first page microsoft.com. (Other pages may work for this purpose as well but of the 10 or so that I've tried, none would do so including other Microsoft pages.) Microsoft.com will load properly and I can then go anywhere without difficulty. I can shut down IE, disconnect from my ISP, restart IE and the problem is still gone--so long as I went to MS first. If I restart Windows, I'm back at the beginning and must go to MS first or the error is there. I've been using computers since 1979 but I can not figure this one out. I've tried the MS knowledge base and implemented most of their suggestions regarding winsock, deleting cookies, reinstalling tcp/ip, renaming the hosts file and some other things as well. I've also reinstalled W98 but over my current installation as I'm not willing to start from scratch. The only suggestion I have not tried is to manually remove and reinstall tcp/ip and DUN.
